The Government of Ukraine has presented an Action Program, which identifies education and science as key priorities. The focus is on improving the quality and accessibility of learning, starting from preschool, as well as creating modern conditions for scientific research and innovation. Special emphasis is placed on supporting teachers and researchers through a new funding model and salary increases. In the field of preschool education, plans include opening 500 new educational locations in 50 communities, launching the *yeYasla* and *yeSadok* programs based on the “funds follow the child” principle, and developing mini-kindergartens and workplace groups. Additionally, 50,000 educators will undergo training according to a new national standard, ensuring a modern approach to child upbringing and learning.
School education is focused on safe and modern conditions: schools should have shelters, buses, learning equipment, and meal programs. By 2026, 100,000 teachers will receive professional development under the “funds follow the teacher” principle. For schools in frontline areas, the state guarantees priority funding for transportation and nutrition programs.
The development of science involves reforming funding and supporting researchers. Over 1,500 researchers will receive modern equipment and additional salary funding, and more than 2,000 young scientists will receive research grants. Plans include the launch of *Science.City* as a special legal regime for scientific parks and funding for at least 10 science and technology projects in partnership with businesses.
Higher and vocational education is to become more practical and aligned with labor market needs. Universities will gain greater autonomy and transparent financing, while students will have access to modern laboratories and R&D opportunities. An additional step is the implementation of the digital ecosystem *Mriya*, which will provide a unified platform for planning learning, analyzing results, and communication. Overall, the government program aims to modernize the education and science system as a foundation for the country’s recovery and development.
