In Ukraine, the results of the “Educational Accessibility” project — part of the National Strategy through 2030 — have been summarized. Its goal is to make education accessible to everyone, regardless of health condition, place of residence, or social status.Preschool Education. In 2025, 54 new kindergartens were opened, and more than 4,300 educators completed advanced training. Through the World Bank’s LEARN program, $30 million was allocated to support early learning development.
Schools. For the first time, the state subsidy for children with special needs was distributed according to levels of support and communities. An electronic system for monitoring inclusive services is being developed, which will make it possible to track students’ needs in real time.
Vocational Education. Reconstruction of four vocational school buildings has been completed, with another four nearing completion. By the end of the year, 89 workshops and laboratories are expected to be upgraded. More than 4,500 students with disabilities now have access to a modern learning environment.
Higher Education. Seventeen new Student Support Centers have been opened, with the project now operating in 21 universities. Particular attention has been given to veterans — 19,259 of them enrolled in higher education institutions, an increase of 4,500 compared to last year.
Minister of Education Oksen Lisovyi emphasized that the policy of accessibility means the opportunity to learn, work, and grow without limitations — when everyone can be a full and active member of society.
