The Ministry of Education and Science and the World Bank Deepen Cooperation to Advance Education and Science in UkraineIn November 2025, the World Bank conducted a mission to Ukraine focused on developing human capital and strengthening the resilience of the education system. Representatives of the World Bank and the Ministry of Education and Science of Ukraine discussed the outcomes of ongoing projects, identified new areas of cooperation, and explored opportunities to expand their partnership. The mission’s program included meetings at the Ministry, as well as visits to universities and vocational institutions, where both sides reviewed the practical results of their joint initiatives.

One of the key topics was the discussion of two flagship programs — UIHERP and LEARN — which support the development of higher, general, and preschool education. Minister of Education and Science Oksen Lisovyi emphasized that cooperation with the World Bank plays a crucial role in the recovery and modernization of Ukraine’s education system. The World Bank’s Regional Director Michal Rutkowski reaffirmed the Bank’s commitment to further supporting reforms and implementing new educational initiatives.

The UIHERP program ("Ukraine Higher Education and Research Program") aims to modernize the national university network. Ten consolidated universities have already joined the initiative, receiving state-of-the-art research equipment, laboratories, and technical infrastructure. Special attention is given to frontline and displaced institutions, which are receiving additional funding to ensure continuity of learning. The program also includes training for over one thousand university leaders and the development of the CampEX initiative — Centers of Excellence that will focus on priority innovation areas such as biotechnology, cybersecurity, green energy, and cultural heritage.

The LEARN program ("Lifting Education Access and Resilience in Times of Need") supports Ukrainian schools and kindergartens during wartime. It focuses on rebuilding safe learning environments, upgrading educational facilities, creating STEM laboratories, and providing digital tools for teachers. A new support package is also being prepared to enhance preschool education and ensure equal access to quality early learning for all children.

Another key focus of the mission was the development of vocational education and workforce training. The World Bank delegation visited several Kyiv colleges implementing modern training programs for industry, transport, and service sectors. Deputy Minister Dmytro Zavhorodnii highlighted that vocational education is becoming a cornerstone for rebuilding the economy and retraining the adult workforce. Following the mission, both sides agreed to deepen their partnership, expand educational funding, and launch new initiatives aimed at fostering innovation and sustainable development in Ukraine’s education sector.
