Throughout 2025, a working group comprising the City Institute, the Department of Education, and UNESCO experts developed a new educational strategy. The document serves as a response to the challenges of martial law, integrating cultural development, lifelong learning, and national-patriotic education into a cohesive system. The core vision of the project is to create an inclusive and safe environment for the continuous professional and personal development of community members.

The strategy's key objectives include building a barrier-free environment, integrating mental health into the curriculum, and enhancing teacher professional development. A distinct priority is the reform of the upper secondary specialized school (lyceum), which involves modernizing facilities, developing specialized programs, and involving university professors. All focus areas are equally significant and aimed at increasing the resilience and quality of education at all levels — from preschool to extracurricular learning.
