Comprehensive transformation of vocational and professional pre-higher education: strategic priorities and institutional changes

The Ministry of Education and Science of Ukraine has approved an action plan for 2026–2027 for the comprehensive modernization of vocational and professional pre-higher education, aimed at national reconstruction and the rapid integration of graduates into the labor market. The document provides for the creation of 100 modern, safe, and inclusive educational spaces, the upgrading of facilities and equipment across more than 300 institutions, the development of at least 40 educational standards involving employers, and the simplification of licensing procedures.

A key direction of this transformation is the transition away from outdated models toward a unified standard for vocational education, enabling rapid alignment with the emerging needs of the economy. An example of this flexibility is the launch of an educational program for civil UAV operators, the widespread implementation of which requires streamlining bureaucratic procedures. The new standard will facilitate the accelerated introduction of innovative specialties and ensure that educational content aligns with contemporary challenges.

To ensure systematic change, a decision was made to establish the Center for Vocational Education Development, which will provide methodological support and professional development for teaching and administrative staff. The government-approved approach involves establishing a viable network by reorganizing vocational technical schools into vocational colleges, granting them financial and academic autonomy, appointing directors through competitive selection, and involving businesses in supervisory boards.

Parallel to institutional changes, a strategy to promote vocational occupations is being implemented to elevate their prestige to European standards. The introduction of modern career guidance campaigns and media projects aims to cultivate a new perception of vocational education as a promising and highly effective springboard for successful youth careers.
