The Ministry of Education of the PRC has launched a large-scale "AI + Education Action Plan," which officially establishes AI literacy as a fundamental skill for every citizen. The reform aims to bridge the educational divide, as national digital platforms now provide students in rural schools with access to resources previously available only in major metropolises. The state views technology not merely as a learning tool, but as a primary means of leveling social opportunities for the population regardless of their region of residence.
The program spans all levels of learning, from primary schools to universities and adult retraining courses. In schools, the emphasis is placed on developing critical thinking and the ability to interact with large language models, while universities are implementing hundreds of interdisciplinary programs in the "Major + AI" format. Simultaneously, vocational education focuses on adapting technical personnel to the conditions of full automation within the industrial sector.
A specific priority has been set for the training of teaching staff through the introduction of a national standard for AI competence, which will become a mandatory component of teacher certification. The results of this implementation are already tangible in major cities; in Beijing, for instance, the integration rate of AI into educational processes has reached 87.7%. This strategy demonstrates a shift toward a new normal where digital literacy becomes as fundamental an obligation as mastering basic literacy or mathematics.
