The Government is reforming the financing of the scientific sector through the introduction of a formula-based mechanism to distribute 3.28 billion UAH in additional funds. From now on, state support is grounded in accreditation results within the "URIS" system, which allows for research efficiency to be taken into account while incentivizing high-performing institutions. Special attention is also being given to establishments located in front-line regions.
The primary portion of these resources, totaling 2 billion UAH, is directed toward increasing salaries by providing bonuses of up to 10,000 UAH. Additionally, over 900 million UAH has been allocated for the modernization of laboratories and the development of initiative-based projects. As seen with the National Science Center "Kharkiv Institute of Physics and Technology" and the Institute of Molecular Biology and Genetics of the NASU, budget growth has reached 25–50%, ensuring a transition to a transparent model of support for the nation’s most capable scientific centers.
