This is almost half as much again as in 2025. Such a level of investment places education and science among the country’s key civilian priorities.

The main funds will be directed toward increasing teachers’ salaries, providing free meals for all schoolchildren, expanding scholarship programs, updating textbooks, and developing infrastructure. Science will also receive significant resources: funding for innovations, support for young researchers, and the launch of public–private projects are planned.

The total budget for 2026 amounts to 4.8 trillion UAH, more than half of which will go to defense and security. However, the share for education and science is also increasing — up to 6% of all expenditures, the largest investment in human capital in the entire history of independence.
