Starting from April 1, 2025, the admission of foreign citizens to Ukrainian higher education institutions is exclusively conducted through the Unified Interdepartmental Information System for Foreigners and Stateless Persons - apply.studyinukraine.gov.ua. This digital service was developed with the support of the European Union under the EU4DigitalUA and DT4UA projects, implemented by the Estonian e-Governance Academy.

Within the first three months of operation, the system received over 1700 applications for electronic invitations. The first students who utilized this new digital mechanism have already been enrolled and have arrived to study in Ukraine.

Key features of the system include:

• Direct online admission without intermediaries;

• Electronic cabinets for applicants, educational institutions, and government agencies;

• Integration with state institutions (Security Service of Ukraine, State Border Guard Service, Ministry of Foreign Affairs);

• Automated real-time document verification;

• Digital educational offers detailing conditions, costs, and forms of education;

• Electronic invitations for study, approved and sent through the system;

• Display of visa issuance, border crossing, and enrollment data.

The system interacts with the Unified State Electronic Database for Educational Institutions, allowing automatic recording of admission campaign results, including enrollment orders.

This tool enhances transparency, security, and international trust in Ukrainian education, aligning with modern European standards.
