Free IT education from Oracle: how Ukrainians can earn international certification

Ukrainian tech professionals and beginners have the opportunity to upskill and earn official certification from global tech giant Oracle for free. The initiative is being implemented as part of the UK-Ukraine TechBridge partnership and aims to reach up to 8,000 participants through May 2027. According to Diia.City, the first few hundred Ukrainians are already working through the materials, with nearly 100 having successfully passed their exams and verified their skills internationally.

The training takes place in a flexible online format on the Oracle University MyLearn platform, allowing participants to set their own pace and schedule. The curriculum covers the most in-demand areas in IT today: Artificial Intelligence and Data Science, cloud computing and DevOps, cybersecurity, databases (SQL, Oracle DB), software development (Java, low-code APEX platform), and enterprise software. In addition to lectures, learners gain access to hands-on cloud labs to practice their skills in real-world environments.

The program is open to Ukrainian citizens residing in Ukraine, the UK, Poland, or the Czech Republic — primarily targeting IT specialists, developers, and STEM graduates. To get started, participants simply need to create an account on the Oracle MyLearn project page (without using a VPN to ensure accurate location verification), complete their chosen learning path, and submit an email request to the organizers for a free certification exam voucher.
